What is Code Enforcement?
The City of Buffalo Code Enforcement Department plays a key role in protecting property values and ensuring our city remains a great place to live, work, and visit. The Code Enforcement Department supports community safety, livability, and property value protection by enforcing City zoning, property maintenance, nuisance, and rental housing codes. Code Enforcement Officers build cooperative relationships with residents, business owners, and contractors to promote voluntary compliance with City ordinances while using formal enforcement procedures when needed. This role is essential to advancing the City’s strategic priorities of safe neighborhoods, responsible development, and community engagement.
Who enforces City Code?
The City’s Code Enforcement Officer, working in partnership with the Community Service Officer, is responsible for enforcing City Code. Together, they:
- Respond to complaints and concerns
- Conduct inspections to ensure compliance with City ordinances
- Provide education and resources to help residents understand and follow codes
- Take enforcement action when necessary to protect the health, safety, and welfare of the community
Their goal is to correct violations and to work with property owners and residents to keep Buffalo safe, clean, and welcoming for everyone.

SeeClickFix is an application for Buffalo residents to report non-emergency issues to the city, such as exterior storage concerns, overgrown grass, potholes, street light outages, etc.
Commonly Enforced Ordinances
The following are our most commonly enforced ordinances. Click the "tabs" below expand each section.
Dumping in streets is prohibited. It is a misdemeanor for any person to throw or deposit in any street any nails, dirt, glass or glassware, cans, discarded cloth or clothing, metal scraps, garbage, leaves, grass or tree limbs, paper or paper products, shreds or rubbish, oil, grease or other petroleum products, or to empty any water containing salt or other injurious chemical thereon.

All outside storage of materials and equipment for residential uses (excluding farms) shall be stored within a building or fully screened so as not to be visible from adjoining properties.
Any accumulation of refuse, garbage, on any premises not stored in containers can remain for no more than one week.
Not more than two recreational vehicles and equipment stored outside.
Any exterior storage area shall, at all times, be kept in a neat and orderly condition to ensure the health and safety of employees, visitors, and emergency services personnel.
It is unlawful to park or store any unlicensed, unregistered or inoperable motor vehicle, household furnishings or appliances, or parts or components thereof, on any property within the City unless properly housed or stored within a lawfully erected building.
Passenger vehicles not currently licensed by the state, or those which are because they are inoperable, may not be parked or stored outside for a period in excess of 30 days.
Bagster bags, mobile refuse disposal containers, temporary garbage containers, or any kind of similar type of temporary refuse storage container shall be located on properties for no more than 30 days in any calendar year. A full container must be removed within seven days. Additionally, they shall not be placed within the city right-of-way and must be located only on a driveway or behind the front setback line of the property.

For single-family, two-family, townhouse, and quad-style homes, parking is not allowed in the front yard. Parking is only permitted in a designated driveway leading directly into a garage, or one extra parking space located next to the driveway. This space must be properly surfaced with concrete or asphalt.

Permitted pools must be fully enclosed with safety fencing Minimum height: 4 feet, Gates: Self-closing, self-latching, lockable, latch at least 3 feet above ground; Openings: No gap over 4 inches, no space under fence over 2 inches; Materials/Design: Non-corrosive and not easily climbable Exception: Below ground pools with an ASTM-certified pool cover do not require any fencing.

Property owners are responsible for keeping the sidewalks next to their property safe and in good condition. If a sidewalk needs to be built, rebuilt, or repaired, the work must follow the City’s official construction specifications, which are available in the City Administrator’s office.

Effective May 1—October 1st
Limitations on the use of the water resources are hereby established as follows: An odd-even irrigation restriction based on street addresses. Property owners with odd-numbered addresses may water on odd calendar days, and property owners with even-numbered addresses may water on even calendar days. City water resources shall not be used for the purposes of irrigating or watering lawns, sod, or seeded areas between 7:00 a.m. and 7:00 p.m.

Parking During Snow Removal
City Code: Sec. 46-51
(a) Following any snowfall between the dates of November 1 of each year to April 1 of the next year, it shall be unlawful to park or leave standing any vehicle on any street from 2:00 a.m. until such time as snow plowing curb-to-curb has been completed on such street, or as outlined in subsection (b) of this section.
(b) In the event of a continuous or substantial snowfall, as determined by the city administrator, a citywide snow emergency may be declared. It shall be unlawful to park on any city street during the time in which a snow emergency has been declared, until such time as the snow emergency is rescinded.
Snow and Ice Removal
Snow and ice remaining upon public sidewalks 12 hours after snow or ice has ceased, is prohibited and declared nuisance; property owner or the tenant residing to remove snow and ice.

Property owners are responsible for keeping grass and weeds trimmed along their street frontage. Grass and weeds may not exceed 12 inches in height. They must also keep trees and shrubs trimmed and maintained along their street frontage.
Property Owners are to treat or remove insect-infested or diseased trees thereon, to maintain landscaping and to otherwise keep his property in safe and nuisance-free condition.
